Foreign buyer · Penang resale
Buying from overseas? Start with the home you can actually own.
Before booking flights or making an offer, confirm that the property itself is open to foreign ownership. Then the useful work begins: compare the actual home, prepare funds, understand the full purchase cost and decide who will look after the property when you are away.
Ask about my situation
Check the property before falling for the view
Current Penang guidance sets the minimum at RM1 million for a resale strata home on the island and RM3 million for landed property. State approval is still required, and the title or property category may carry other restrictions. Send the exact address or title details first so eligibility can be checked early.
Shortlist real homes, not repeated portal ads
The same unit can appear several times with old photos or different prices. Ask for the current availability, title type, built-up, parking, maintenance charges, tenancy status, included furniture and known renovation before travelling. A focused viewing route is more valuable than a long list.
Prepare financing and funds before offering
A Malaysian bank may consider foreign-buyer financing, but approval and margin depend on the buyer, property and valuation. Speak to the bank early, keep proof of funds ready and allow for currency movement if your money is held overseas.
Budget beyond the purchase price
Allow for legal work, valuation, state consent and levy, loan costs where relevant, and transfer stamp duty. Official 2026 tax guidance states an 8% transfer-duty rate for foreign buyers of residential property from 1 January 2026; ask your conveyancing lawyer to calculate the current amount for the actual transaction before signing.
Decide how the home will run when you are away
Keys, access cards, management notices, repairs, bills, insurance and tenant matters still need a local plan. If the property will be rented, settle the furnishing, inventory and viewing arrangement before completion so the home does not sit idle while decisions are made from abroad.

Do I need MM2H to buy?
Property ownership and residence status are separate. Buying a home does not by itself grant the right to live in Malaysia, so obtain immigration advice for your intended stay.
